shipping costs in different countries

we send products to whole scandinavia and offcourse its more expensive to send to another country, is there any way to solve this? to have another pricerule to for example denmark. I know i could have a lot of price rule but it will be messy for the customer. You should have the possibility in the "delivery method payment editor" to choose country and make a rule. Is this possible?

Like UPS Finland, UPS Norway etc.
