Invoice number and payments transaction number are out of synch

For some reason, the sequence of invoice numbers skipped one, so now invoices don't match payments transaction numbers. For example: invoice 10162 has a transaction number of 10161. The problem is when I download transactions at Paypal, I have to correct the invoice number.
If I reset the reference number in payments/settings will that correct this? I did reset it before and the change didn't take.

by invoice number you mean 'Order number' of transaction and by transaction number 'Reference number' of a transaction?

reset the order number sequence
